Ms. Carliner is native to Baltimore, where she has spent her entire legal career. Ms. Carliner went to The George Washington University (cum laude) and then law school at the University of Maryland Francis King Carey School of Law. During law school, Ms. Carliner worked with the Honorable George L. Russell, III of the United States District Court for the District of Maryland. She was also an Asper Fellow with the Honorable Robert M. Bell, Chief Judge of the Court of Appeals of Maryland. Upon graduation from law school, Ms. Carliner clerked for the Honorable Richard Bernhardt of the Circuit Court for Howard County. Ms. Carliner went on to practice at a Baltimore defense firm litigating medical malpractice cases, toxic torts, and other serious injury matters.
